Three years ago, we embarked on a process of organizing the financial reporting of Church Commissioners Holding Company so as to know the actual status of each Company. This led to the identification of many problems like non-payment of staff salaries, creditors and statutory obligations. This effort was followed by a lot of firefighting aimed rectifying the problems identified. Now that all the subsidiary units are profitable, the strategic focus shifted to charting out clear strategies for the next 5 years.

The Church Commissioners was originally a department of the Church of Uganda established to act as custodians and advisers to the Registered Trustees of the Province of the Church of Uganda on matters related to Church Assets. However, during the Provincial Assembly of August 2004, the Trustees refocused the strategy of the business entities of the Church from being run as semi charitable/business entities to becoming fully fledged business entities that are managed on business principles to generate income. This led to the formation and registration of the Church Commissioners Holding Company Ltd, (CCHCL) in November 2005, as a company limited by guarantee, with shareholding held by 33 Diocesan Bishops of the Church of Uganda (COU) and one for the Church of the Province of Uganda. The Company currently employs 7 contract staff.
- Provide leadership in generation of income for the Church in order to create an economically self-sustaining Church;
- Direct and provide strategic oversight to the operations of the Subsidiary Companies of COU under the Church Commissioners;
- Mobilize resources for investment;
- Mobilize and evaluate the existing productive assets of the Church;
- Seize, create and undertake investment opportunities.

To generate income through enhancing existing business entities, create new investments and form partnerships in order to ensure an economically self-sustaining Church.

Challenges Faced
The biggest challenges faced have been insufficient capitalization of the organization which was making it difficult to adequately support the operations and service the loan. This was coupled with delayed receipts from Government which made operations difficult. The organisation also has limited sources of revenue.

The Strategic Focus
CCHCL’s Strategic Plan 2018-2023 aims at unifying the Company in terms of its vision, mission and strategic objectives. These objectives will be incorporated in the annual plans, budgets, programs and engagements at all levels of the company. The plan clearly outlines the objectives, key priority areas, implementation strategies, and the resource generation strategies.
